U.S. EMBASSY LAUNCHES NEW PH.D. PROGRAM FOR UKRAINIANS

The United States Embassy in Ukraine is pleased to announce a new Edmund S. Muskie Ph.D. Fellowship Program for Ukrainians.

The aim of the Program is to encourage economic and democratic growth in Ukraine by placing eligible Ukrainians in doctoral-level programs in the fields of business administration, economics, public administration, and public policy. Programs will begin in the fall of 2001. Fellows will be matched with U.S. academic institutions according to their academic achievements and professional goals.

The Muskie Ph.D. Fellowship Program is a program of the Bureau of Educational and Cultural Affairs of the United States Department of State. It is administered by the American Councils for International Education: ACTR/ACCELS in cooperation with the Ukrainian Ministry of Education and Science.

Applicants must be under the age of forty-nine (49) and possess a Master’s degree from a U.S. institution in the field for which they are applying, or a recognized equivalent degree, prior to application. Funding from the U.S. government will cover a period of four years, or through the award of the U.S. Ph.D. degree, whichever period is shorter. Competition for the Muskie Ph.D. Fellowship Program is merit-based. Selections will be made on the basis of academic excellence, professional aptitude, leadership potential in the field of specialization, and knowledge of English. Final selection of candidates will be made by a U.S. selection committee based on the results of interviews, test scores and applications. Successful candidates will need to receive and maintain a U.S. J-1 visa.

The deadline for applications is April 26, 2001.
