Nearly half of the U.S. contingent also includes civilian California state employees with responsibilities as emergency response personnel such as medical technicians and California Emergency Medical Services Authority staff
	Emergency response teams from Ukraine, Moldova, Georgia, Azerbaijan, and the United States take the "injured" to hospital in the Rough & Ready 2006 dirty bomb training scenario. The hands-on training strengthens the capacity of these countries to effectively respond to a major natural or manmade disaster and mass casualty situation
