Timeline and Procedures
Round One: Application
All applicants should fill in the Application Form, *doc format and submit it to the Public Affairs Section of the U.S. Embassy by
July 1, 2009. Materials should be submitted via e-mail. The form is available for downloading from the U.S.
Embassy web site. We recommend that candidates allow themselves sufficient lead-time to complete the Application Form which requires
very detailed information as well as two letters of reference.
Round Two: Pre-selection
The completed applications will be reviewed by two specialists, one American and one Ukrainian. Based on the results of this
review, semi-finalists will be selected and invited for an interview and testing. All applicants will be informed about their status
via e-mail.
Usually, the interview and testing take place on the same or on consecutive days. This year the interviews and testing have been
tentatively scheduled for the second half of August.
The Selection Panel includes representatives of the U.S. Embassy, a specialist in at least one of program fields, and an alumnus/a of
the Hubert H. Humphrey Program. The Selection Panel will interview each semi-finalist.
All semi-finalists will be required to take the paper-based Institutional TOEFL (ITOEFL). The test will be administered on one
occasion to all applicants, and it is not possible for semi-finalists to change the date/time of administration. ITOEFL score results
will be available from the Public Affairs Section a week after the test date. TOEFL preparation guides, as well as handbooks on
interviews and essays writing are available at the Education USA Advising Centers that can be found at
kyiv.usembassy.gov/educult_partner_organizations_eng.html.
Semi-finalists who have taken and satisfactorily passed the official
TOEFL exam no earlier than June 2008 and who also have a TOEFL Score Report available may choose not to take the TOEFL exam again.
Based on the review of applications, interview and ITOEFL scores, up to three individuals will be selected for nomination to the
Institute of International Education in Washington, D.C.
Round Three: Completion of Paper Work
All applicants will be informed about their status. Prospective Nominees should agree to continue the process. Nominees will
submit their applications to IIE electronically. Instructions about the procedure will be provided by the Program Manager after the
list of nominees is identified, and they decided to continue the process.
Each nominee's Institutional TOEFL score reports, reference letters, transcripts and the Selection Panel evaluation are sent as
hard copies from the Public Affairs Section to the Institute of International Education, Washington, D.C. by October 1, 2009.
Nominees register themselves to take an official Internet-based TOEFL. Score reports from the ETS will be sent directly to IIE
and the test takers.
Round Four - final selection
Applications and justifications submitted to IIE by U.S. Embassies around the world will be reviewed in Washington, D.C. in early
2010. Finalists are selected and nominated to the Bureau of Educational and Cultural Affairs, U.S. Department of State. The U.S.
Department of State approves finalists for participation in the Program.
The Department of State sends the list of approved finalists to U.S. Embassies worldwide during March-April 2009. Finalists are
informed by the Public Affairs Section. Finalists are asked to confirm acceptance or decline the award by a specific date.
Post-selection activities:
Participants of the Program will be provided with placement information by IIE in May 2009. Pre-departure orientation is conducted in late May to mid-June, and departure to the U.S. is scheduled sometime between late June and early August depending on the terms and conditions of the participants' specific awards.
